Mince garlic cloves.
Cut the green onions.
Heat a deep sided pan over medium high heat
Add vegetable oil to the pan.
Add garlic to pan and cook until just browned. Make sure not to burn.
Ad green onion to pan and cook for about 1 minute until just softened.
Add cold rice to pan.
Add Garlic Powder, Onion Powder and Salt and mix well.
Add water to pan and stir well so the rice steams and heats up.
Serve & enjoy.
